It will depend upon how his average current earnings were calculated by Social Security. You will need to contact Social Security toll-free at 1-800-772-1213. They can answer specific questions from 7 a.m. to 7 p.m., Monday through Friday.
This would raise red flags at the IRS and probably at the Social Security as well. There may be no intent to fraud, but the questions will come up. Unless you are spending a great deal of your money on your brother, I see no benefits.
