Do the tenants of public Housing have the same rights as other tenants?
The Kentucky state Constitution requires all laws passed in Kentucky to be universal in application with the exception of Local Option Prohibition. The State Legislature has passed a tenants rights law which allows local option and requires local government to adopt the law.
Is that portion of the law Unconstitutional? Do HUD regulations require that local laws be followed without exception?
