    Ever since an August report in Popular Science revealed the existence of a series of "Interceptor" cell towers across the US, there's been a scramble for information on exactly what these mysterious towers actually are. There are suggestions that the cell towers are the work of criminal gangs, a surveillance tool by the FBI, or even that they belong to foreign spies.

    I've read a few reports about fake cell towers and can't believe no one knows who put them and and what they are doing

      I find it difficult to believe that someone knows exactly what these towers are doing and how they do it but aren't smart enough to find out who owns the land they sit on.  That's generally a matter of public record.

    Well obviously people know, the people running the listening stations.  Given their location, probably some federal agency.
