While some is malevolent (in the sense it benefits the politician more than anyone) most of it is incompetence. Of both the politician AND the citizenry that demands it; it's what happens when the good of the individual, via controlling what others do, overrides the good of the state as a whole.
How much control do you think we can have over all these issues and what can we afford to do about them?
I struggle to see how all those issues come down to government workers.
