The problem of the Pakistani culture, and many others (including mine, though I object), is that they breed litters of spawn with no thought of consequence. The excessive population is then forced to live on dangerous and/or poor land. The excessive population also strains limited resources -- meaning poverty.
So, scr*ew 'em.
If people are not going to adopt culture -- birth control, abortion, spaying, neutering, infanticide -- to limit their populations, then "mother nature" (or "god", if you are a religious wacko) will do it for them.

I am in the impression that it shouldn't be the case because when a homeowner buys his house in a known flood area, he is given an option to purchase flood insurance and insurance for his personal belongings, too. Then, why is it being an issue now in government funding?
