I am not so sure there is a distinction because in either case the actual bomb is simply an instrument which is employed by someone else in a far away place. The fact that a human being has been convinced to be the "mule" to deliver it rather than a rocket or airplane is the only real difference other than the explosive power of the bomb itself. In either case, the driving factors are probably the same but the options for delivery, especially in the case of gypsy terrorists, may be more limitied. WB
