Should Judges set the punishment/Jail sentences/Fines for convicted felon's?

Should it be set fines etc rather than judges deciding as there seems to be hugely differing punishments for the same crime handed out by judges nowadays

In the UK guidelines are set but unfortunately political viewpoints have more influence than they should.
Persons who have been convicted of serious offences should receive serious punishments with no interference from the personal views of Judges or others.
The public interests are not served by inconsistency, one victim should expect as much justice as another and criminals should expect to be sentenced in accordance with a set sentence and not how a judge feels on the day.

The punishments and jail terms for crimes should be voted on and determined by the entire community, they should also be revised each year.

Judges hold higher positions in society and that makes them a minority, they also rarely if ever would find themselves convicted of crimes because they know how to move and what to say.

Therefore they are unqualified to set the punishments and jail terms for the rest of us.
