Criminal and Background checks.
How does one do a background check on a military member who has lived in many different states?
Contact the military and ask them for any information. Then call each states Bureau of Prisons and ask for any history there. Check for previous successful bankground checks by contacted the FBI directly.
If you have their cooperation, you can request a national background check. You'll need social security number, etc. I think they may need to go get fingerprinted? Not sure of all the details, but I know you can get one. However, if they are not cooperating, I'm not sure how to go about it. I'm sure there is probably a way, but have only done background checks when I've sat on committees to hire people and they were willing to have the check done and cooperated.
