I believe he was talking about stepping on the truth, deceiving the public and lying to those that trusted him as he stole, cheated and lied his way to the top of the heap. He was referring to how his narrow minded and spiritually inept perception of power made him feel. A sad excuse for a human but a prime example why the death penalty should still be used.
Why do you ask?
He said power is the ultimate aphrodisiac. At the time, he was creating the fiction he was flying off to Paris for romantic trysts, and his comment was calculated to reinforce the story. The truth was he was negotiating with the North Vietnamese and concealing it. The starlets who went with him were in on the game. Those involved have said since they never stayed in the same room with him, though I am a bit skeptical of the strict truth of that part. Had I been in his shoes I certainly would not have turned her down had she shown an interest, as surely one or more of them must have.
