How can a person living in poverty create the life they want?
The exact same way that anyone can; use the resources you have to make the best life you can with them. It is seldom everything that is wanted, but it is the best you can do.
Start with saving. You may ask me how a poor man could save. But this is the only way one can get out of the vicious circle (spiral) of poverty. If you earn less than what you need for your most essential needs, try to earn just a little more rather than falling into debt. Live within means and when you budget leave a small percentage by cutting from expenses and adding to the earnings. Never burrow for consumption. Indiscriminate use of Credit Cards is the fast lane to poverty.
Two words..work hard. That's it. Nothing is impossible for a heart filled with inspiration and willingness to reach his dreams.
Learn to listen to His words. Not easy to do; however, try your best and then "coincidences" will happen to you. At this point, it is important to trust in Him and he will most subtly guide you and provide for you...
