In order to care you must be able to understand the other person's point of view. You have to be able to appreciate how the person feels and how the issues are affecting their lives. It's very hard to care about something you don't understand.
Put yourself in the other person's place and try to decide how you would feel if you were in this position. Now try to extend that feeling to the other person.
