In Proverbs 16:28, "perverse" can be defined as someone who is a "troublemaker" (NLT), a dishonest man (ESV), or devious. Essentially, this is a person who is not living in God's Will. As the verse proclaims, in the New Living Translation, "A troublemaker plants seeds of strife; gossip separates the best of friends."
