How can the church become incarnational and missional to reach the unreached?
Though the work of learning what wisdom is for this effort should be pursued with a believer's whole heart and mind, their instruction in this day of grace is pretty simple: Prayerfully, lovingly, kindly, patently go. Share with the world that Jesus has sacrificed for them and now lovingly calls them to Himself, being careful to remember that it is only His Holy Spirit who can do the saving work in the heart of any who will turn to God through Him. Tell the world good news, "Seek Him according to His Word and He promises that they will be found by Him!"
It depends what you mean by 'church.'
Reaching the unreached for the Kingdom of God is following the example of Christ and the apostles by obeying the commands of Christ and walking in Kingdom principles.
If you have to ask how the 'church' is to reach the unreached, then it is not the true body of Christ. The ekklesia Christ is building is already reaching the unreached where the true Gospel points to Christ and his leading.

If you want to reach the unreached with the genuine Gospel, start by seek the 'voice' of Christ and follow him an learn what it means to walk in Kingdom principles.
