What do you look at when deciding who is the "Greatest Olympian Ever"?

People are debating whether Michael Phelps is the greatest Olympian ever. What goes into the decision, the medal count, the circumstance, age, the stage in which it happened?

Greatest Olympian ever?  probably Heracles, I believe that in legend, he was reputed to have competed.

Well since the Olympics is all about competition and winning, I would say that the winner of the most medals would technically be the greatest. Circumstances make great stories, but it's the medal count that matters and makes history.

22 medals including 18 gold pretty well closes the case for me. No matter what we may think about Michael Phelps, personally, it is his athleticism and success on the Olympic stage that makes the biggest statement about who is the greatest olympian ever.

Medal Count. The previous record was 18 and now he has 22. Thus, the "Greatest Olympian Ever."
