of course you can! do a google search for "tv to vga" and you'll see many results. A monitor is more or less the same thing as a tv minus the tuner. You can buy external tuners with various outputs like rca, hdmi, scart and vga for monitors!
Yes, for some modern tvs, you won't even need a tuner, they have a special cable to attach to your device like say if you are using satellite tv
