They receive Bills those who want to pay will pay if they have Govt Money.
I don't think so but they do have a free cell phone program for low income folks. Peace!!
In my country the landline is free if you are using bsnl broadband connection on the same no. more over you also get 20% discount on the plan if you are govt employee.
