When your Refresh the Page? Or the Monitor?
In either case regardless of what your doing your monitor is going. Yes if it's a TUBE CRT Monitor then it's time is up and for the LCDs and New Flat Screen Monitors they only have so many hours of lifetime use before they to go.
You can buy a new Flat Screen monitor for $99 to $400 dollars with the best being expensive yes but the $99 dollar ones you find around like Microcenter.com Bestbuy.com and even Walmart.com are amazing and can do the job.
So in closing just buy a new one for $99 and don't worry about the Blinking.
when you right click on desktop and hit refresh, then the monitor will be refreshed with "screen refresh rate .........". Value screen refresh rate, can you check. how:
Right click on desktop - select "Properties" - select the tabs "Settings " - "Advanced" - select the tabs "Monitor" - see figure on the "Screen refresh rate". Replace the numbers listed to be "60 Hertz". 60 Hertz, is the standard value of screen refresh rate.
