Yes you can. Just update your SP2 to SP3. Do not do a clean install.
Perform the update windows XP from SP2 to SP3, download the file "Windows XP Service Pack 3 Network Installation Package for IT Professionals and Developers" here:

Sure.Just download the Windows XP Service pack 3 from the Microsoft website after that save it on your desktop . From that one you can install it.
