It won't be "free" since the person in the Philippines will have to pay for internet to be able to use Magic Jack. But, to answer your question. You won't be charged a long distance fee, as long as the number you register with Magic Jack is local.
You will be charged the same as making a local call.

why is it that when I first connected with Magic Jack using Verizon MiFi 2200 and Mac 10.5 OS it...worked well and then the next day I have poor or no audio? I have tried a different phone, disconnected my internet connection and then reconnected and reconnected the magic jack and still having same...
