For some people, yes.   There are reported cases where people have become addicted to virtual reality, social networks, video games, and internet.

Yes and I don't believe this is an addiction which is bad. Many people strive on technology, it becomes their skill, their niche. Many become famous over technology and it's one of the largest businesses in the world. The internet is just a part of this; a part which is huge in the world, not just the West. We in the West may use technology for less advanced purposes though; such as social media.

Like anything, moderation is the key.  It sounds corny because, well, it's mostly true.

For many people, yes. Of course there are variations of this addiction. Cell phones and internet are no longer considered a luxury by most standards but a standard piece of technology much like a television or radio. Smart phones (apps), video games, pornography, and social media sites like Facebook are where the addictions usually lie. Addiction is anything that controls your life and while moderation is key, the more advanced we get with technology, the more many of us get sucked in even deeper. Retro is always cool and we need to teach our kids how it used to be by shutting down and heading outside to play hide-n-seek and hunt for fire flies.
