I know there are a ton of them, but I personally use Picasa 3 (powered by Google) and love it. It's a great tool if you want to do touch-ups, quality adjustments, add text, do collages and such like that.
The one I use is picmonkey.com. I became aware of it from a hub written by someone on here , but can't remember who. It's very user friendly and it's easy to navigate.
