I wouldn't consider it a blog. I'm sure there is a lot of bleed between the two, but I would consider a blog to be more of a personal experience/project journal and HubPages to be more of a targeted article factory. In other words, the stuff people post here tends to be about specific subjects that are contained in the format of a traditional web article.
