Very turbulent. Post-Confederate terrorist groups were very active in Louisiana at this point, and would crystallize into the Klan and White League during the 1870s. The mafia (yes, that mafia) was beginning to get a foothold. The economy was also in the crapper. There was a lot of trouble to get into, especially if you wanted to get into it.
But I'd wager that, Southern culture being as diverse as it has historically been, there was also the option for folks to live a quiet life as long as they kept a low profile and stuck to a small circle of friends.
