Why Google do not care about publishers like they do for advertisers?
you know that some of the new publishers are really afraid that Google may ban their accounts. Sometimes it happens though. Is it a market technique or what??
Customers are king. Advertisers are the ones that pay money to Google, hence Google need to ensure the quality of the publisher to protect advertisers' interest. We don't pay money; we receive payment. We are sort of informal employee of Google, and the employer reserves the right to fire the employee if the performance is poor.
