not at all! Atleast for hubpages (like many others as well) an outsider can simply post his name/nickname and add comments. As a plus, the hubber who gets the comment to moderate would notice the outsiders ip address. In a way this helps hubpages automatically identify (well im simply guessing!) anything mischevious like hubbers logging out and posting comments for themselves with pseudonyms! If we go by this logic, its possible that some sites make u register first b4 commenting to avoid cheating and to automatically gain memberships etc!
Not at all, I get lots of comments from outside of HP.
Whether or not an unregistered user can leave comments on this stie is up to the individual Hub author and they can also vary it from Hub to Hub.
The comment capsule setting that controls who can comment can be set either way. Some authors choose to let anyone comment, some authors only want registered users to comment and some will vary their choice depending on the Hub topic.
As far as I know, they can't vote in this section but they can leave comments on hubs.
Visitors may also vote in the HubNuggets Contest every week without registering and post comments on many of the HubPages Blog entries!
One must be a registed member to post on the Forums, to click Up or Down on comments here; and to write a Hub.
