   Something really low quality. Little substance, I guess, that clearly didn't take much effort or thought.

   I would say multiple spelling and grammar errors that make it hard to read and understand what the author is trying to say are good reasons, especially if the hub seems to be a thinly-disguised commercial. I have seen some horribly-written hubs in the short time that I have been here on HP.
   
   For the sake of those people who take the time to write quality content, I would say blatantly poor-quality hubs should be voted down. I think it is very important to be careful and make sure one has an excellent reason for voting down.

   Spelling, punctuation and grammar are at the top of my list of reasons.  It seems to me that writers ought to have basic writing skills in the same way that carpenters ought to have basic carpentry skills and plumbers should have basic plumbing skills. 
   
   I have nothing against amateur writers, carpenters or plumbers.  I just think it's dishonest for amateurs in any field to "hang out their shingle" for the public, so to speak, if they don't have the basic skills.
   
   Just my two cents' worth.

   I ask this because I'm new here and I was "hopping" through some hubs and saw some that I thought were a good start but needed more information or they had some spelling errors, etc.
   
   I take it the reader sees who votes down an article? I wish there was a way to say why you vote something down.

   I vote down a hub if it is too short (like 100 hundred words or less), has horrible spelling or grammar, or if it is trying too hard to promote their own website or product.  I really try to be open-minded, but sometimes I just need to vote down a hub.  I've also been known to report hubs if they clearly violate the rules of the site.

   Criticizing or critiquing another hubber's hub is another good reason. Luckily I haven't seen this happen often but I think it's wrong to do so. If you have nothing nice to say then say nothing at all or just flag the hub.
