   They are the same thing as far as I know.  Some search engines use the tags to identify a Hub.  A good thing to do once a Hub has been published for a few months is to take a look at the search terms that were used to find the Hub through search engines, then add tags that match or are similiar to those search terms.

   I've read different hubs but I can't understand why some people identify them as different things. Confusing

      That's just the nature of this open publishing model.  People will use the tags they think are appropriate.  They can be modified in the future, as necessary.  Check my Hub called Using a Hub Milestone to Make Hubs More Searchable and Accessible http

   From what I understand, and I could be wrong, but tags are a way for categorizing hubs as a related Hub. For example, in one of your hubs if you look to the right you will see a list of related articles.
   
   Keywords are used by search engines like Google to determine if your article is relevant to the keyword typed into a search engine.

      I went to the learning center and found out that I was wrong the learning center says tags "Are keywords and phrases that describe your Hub. Tags can be important for people using a search engine to find Internet material on topics"

   While I am still learning this SEO stuff, I believe (please correct me IF I am wrong) that tags are our keywords.
   
   Google works best when the keywords are mimics in the article - 3 to 6 times, either in the text or in the photo capsule and/or headline.
   
   Backlinks are most powerful when the linked hypertext is the keyword. This supports the search engines consistency to deliver the content the reader is seeking.

   I treat tags and keywords the same way.  The purpose of both is to identify the gist of what your hub is about and to hopefully attract traffic.
