If AdSense rejects you for insufficient content is there any other way to generate income? The Ad program seems to require an Adsense account like everything else?
To answer your questions,
1) not hardly if all you have is one Hub
2) to access the more profitable programs on this site, yes you need AdSense
You could try applying for Adsense with a minimum of ten hubs.
It is also possible (gleaning from your profile information) that if you are from Asia/India you may be required to wait for six months before you are accepted.
Anyway, the good news is it does take up to six months to really start earning decently from your hubs..
