HubPages could benefit from an invitation-only new member model; I think that sort of setup could quickly weed out all the dubious new members and their hubs very quickly.
Here's how it would work:
1) New applicant would apply for membership; tell us why he/she wants to write
2) Submit two articles for review AND pay a non-refundable application fee
3) Articles are routed for review and approval by a review team made-up of HubPages staff and a mix of high-performing hubbers
4) Approval or denial is granted by review team and application fee is split between HubPages corporate and hubbers on review team
We need to make this network more exclusive, and for those who love to write, they will pay to join, especially when they know they'll recoup that spend on ad revenue.

HubPages is not, at this time, the quality site that anyone would pay money to join. I would expect very few to even go through the rest of the process just to join and see if they would be accepted.
