If the "blocking" is done against copyright and trademark violations, why should that be stopped?
One solution could be moving the hosting etc outside of the US - if you fear the clampdown. But that assumes that the government of your new host country would be more tolerant - which may not be true.
Even if that government is more tolerant and open, can it resist US when push comes to shove? Refer the Julian Assange case.
I doubt if "world opinion" could sway the US legislators.

That does make me feel somewhat better. I received an email from Hub Pages that there is a high likelyhood that if this bill and another bill called SOPA passes Hub Pages could get shut down. As for the use of copywrited material, I could be guilty by my use of copywrited photographs. I am a writer, not a photographer.

This bill is basically a mix of RIAA demands, Anti-freedom of speech agenda and ultimately allows more control to government against any US hosted website. It's exactly like Chinese internet usage policies. Only difference is that in united states it can be abused by big-pocket corps to control content on the internet. So tell me if it's worth to let it pass ?
I agree that offshore hosting is one good choice for it but as you pointed it out, not a single government on earth can stand action against US.
Maybe it is not worth it.
But whether the US government will heed "world opinion" is very much doubtful. It has rarely, if ever happened in the past.
I saw the petition - but of course I did not sign it. Even if I have an opinion about that, I do not expect US government to respect or respond to it - especially when framing a US law.
