you are very confused, the administration doesn't refuse to uphold the part of the law that still stands,the administration will not work together with arizona police because arizona police does not meet the guidelines ICE has established to determine when an individual's legal status should be investigated.and the supreme court didn't determine the part that still stands is constitutional it said it had not enough information on that part of the law to strike it down and left the door open to determine if that part should be thrown out when there are challenges on that particular part of the law.hopefully once obama could add one more supreme court justice.
