Hmmm...I'm not quite sure what kind of free samples you are talking about...I like the food kind which is why I go to two natural/specialty food stores in my hood on saturdays. They are both big on samples of dessert, fruit, cheese, chips and dip, vino and chocolate. Mid-afternoon tends to be the best time of day.
