I usually stir the gravel gently to loosen any rubbish (and reposition it if necessary) then use a wide bore syphon tube.
Do partial water changes exactly as you would with any other tank. The only way that being a firsthand tank is different is if it has not been empty for a while and the fish had parasites. Whatever you do, do not use any kind of cleaning solution to try to get the tank clean. Use water only for any kind of cleaning that you do. Also, partial water changes are a lot easier to do with automatic siphons that hook to your sink rather than the old manual siphon hoses. My favorite is the Python:
