Indeed they do sleep. If you have goldfish you will notice it sleeps when it's closer to the bottom and not moving.
Fish do not have eye lids... so they do not sleep in the same manner that humans do. They rest but are alert. This is one reason why it is not good to leave the light on all the time in an aquarium. Fish need the darkness to rest.
