Give her a ball of string to play with, or a plastic mouse.

Space should never be an obstacle for a cat.  The key is interaction.  Cats love ribbons and mice and anything that can trigger their inner predator.  Be active with your cat.  Simply having a toy that hangs from a door or a tinsel ball that lays on the ground is not enough.  These toys may only get an occasional swipe of the paw unless you become a part of the action.  Another trick is to change up their environment.  Move an unused cat tree to another place like the middle of the room or temporarily tip it on it's side.  Your cat may now perceive it as new and start playing with it again.

a ball of aluminum foil, a catnip mouse, and/or a marble in a bathtub if the noise doesn't scare her

You get her a cat tree.  Not only will she be able to get good exercise, she will have fun playing on it all day too.  They are great for apartments since your feline has to be indoors all the time.  There are great selections on line.

Get one of those long wands with the feathers and things at the end. It's like a fishing pole and you bounce it up and down, and drag it along the floor. Some of them even spin around on a stand so the cat can entertain himself. It is best though to get down on the floor and wind up mice, and roll balls to your cat.
