In my opinion, an artist is everyone who feels the inner urge to express him/herself through creating sth beautiful, touching, provoking that can raise emotion primarily to him/herself and possibly even to a larger scale, other people as well.
An Artist is a person engaged in one or more of any of a broad spectrum of activities related to creating art, in any form
David Hockney, Damien Hirst, Grayson Perry, Tracey Emin, they are all artists and so are possible answers to the question you asked. There are many more living artist throughout the world, from many artistic disciplines. You can find lists of artists quite easily on the Internet.
imo - an artist is anyone who feels they are an artist. Art comes in many forms - from the leaf on a tree (is that Mother Nature's art?), to the child who draws a picture of their teacher. Maybe a few words that inspire others. A song.
So anything can be art, and anyone can be an artist. Spread some beauty.
Did you ever see that person wearing a beret carrying a portfolio and talking obsessively about their art? That's NOT one!!
