    best, cheapest, & easiest

    you can't have all 3

    one of best and cheapest is photoshop elements - for $100 you get most of the $500+ fullphotoshop suite.  takes a little learning, but very quick for most tasks, and has some batch mode capabilities

    you cant get any cheaper than free -

    It's free to download and it's pretty easy to use. 

    There is also www.picnik.com which my 13 year-old uses to edit all of her pictures and it too is free

    How about Gimp? It has features as powerful as those of Photoshop, but you need to REALLY learn it to get its full potential, otherwise it's FREE!
