Does old vehicles should be given right to run on roads knowing that they cause more carbon emission
What I think you're asking is if older cars should be street legal despite their higher carbon emissions? Personally, I believe that they should. Although they aren't as "green" as new cars, they are still legitimately owned and purchased for the purpose of driving. Unless there is a direct threat to public safety for some reason, no one (federal/state governments, EPA, etc.) should be able to tell a classic car owner that they can't drive their car.
