   American think tank interacted and in his mind proposed Fifth World
   Practical and pragmatic Amrican thinks that way, They agreed decline of America in future or end of this century
   The fifth world idea and imagination has logic  behind that, without doubt
   Fifth World----
   This world includes all nations under common consensus, not to go for clashes and conflicts on any issue.This world will pledge for Human development, Education, Health, Employment. economic cooperation.
   The major challenge in coming decades is that how to clean up the mess of pollution
   and eco-conservation.Still there is no alternative to hydrocarbons available, usage of Renewable energies and encourage to all availbale non-conventional energies will reduce emission of carbon.
   The water scarcity and distribution would be an issue where nations with common river flows and reservoirs to be handled and equal distribution can be assured.
   New methods of farming to be introduced where water consumption and utilization will be regulated. the nature cycle and ocean movements to be monitered and
   early warnings to communites to save lives and properties can be issued.

   I believe the United Nations and participants are striving to make member nations 'accountable' for their actions/inactions.  Non-profit and non-government, organizations (NPO's/NGO's) have volunteers that try to help with health, water, food and aid to nations in need  which includes the 'high conflict' zones and risking their own lives. Not sure any of what you write is new or what you're trying to say.
