I am assuming you mean a domain name. It is quite simple come up with the name then go to someone like asiaregistry.com put the name you want into search field and seartch for it, if it is available you will be able to register it otherwise you will have to come up with a new name.
In the USA where you are from you should try:
Pick your name, if it's available you can buy it. Then you will need a web host - I like Rochen. And the ability to upload a website using the tools your host provides, html, wordpress, joomla or whatever you prefer. But this goes beyond what you asked.
