    You can do it yourself with all these easy to use customizable websites and templates but if you do this and have great content if its not arranged in a good easy to follow order you wont get many conversions. compared to hiring a professional that will put the right buttons were they need to go and arrange the site so it flows easily and is not over charged with too much of anything.

    typically I would say one main reaason to hire a professional web designer is the lack of time or knowledge on the person inquiring for a web designer.

    It is often a matter of time and focus. No matter what method you use creating websites takes considerable time. You have to learn to use whatever program you choose whether it is a simple point & click or something like DreamWeaver there is a learning curve. You have to learn coding to some degree in order to tweak the results.
    If you are looking to do something that is website based you are probably better off building your own and learning how.
    On the other hand if you have a business or enterprise and you think a website would help it may not be wise to distract yourself with the nuts & bolts of building a website yourself.
    Ask yourself if you can dedicate several hours a day, that is a minimum initially, to creating a website.
    Just keep in mind that if you build it yourself you will be able to make any changes rather than waiting to have them made.
    Of course good professional websites aren't cheap and it is a ongoing expense as they need to be updated frequently.
    One final question is whether you are computer savvy. Do new programs seem to come naturally to you or is it like driving nails with spaghetti? Are you easily frustrated by complicated computer tasks?

    The biggest reason I think is to save time and money. If you in are busy making things happen you don't need another thing on your plate. I would recommend looking around first to find the style you prefer and planning it out first. There are some companies that just use temples that are the same as the next guy's. A custom well respected web designer will give you a professional clean web site. The down side is the price.

    More professional and  can help you design a responsive and awesome website what you just like.
    But, by the way, you may also need to know and learn like php, css, html etc.
