What are major checklist or issues should consider to design a website through SEO/Marketing view?
The website should open with full-length or width of the webpage.
The logo should be attractive and Favicon should be impressive.
No over use or use of flash, use text-images (helps for search engine promotions)...
Make use of professional colors while designing; good for visitor appealing or catching!

Have a clear call to action. If your website is promoting something or gathering leads, make sure that the site is clean and clearly leads the users to a form to fill out. Also make sure there is a large phone number and form above the fold, that is easy to see on every page. Will greatly help your conversions. All the SEO in the world won't matter if you have an unclear call to action. Offering something as an incentive to fill out a form works well too (Ipad Sweepstake, free Ebook, ect.).

This helps visitors to compare or able to see your key features or products offers in a very first look only! Further, engage your user to completely go through with website or services or any offers which results in leads.
But apart of above thing, I think "what type of content" you are covering on your website or importantly on home page is backbone for converting the traffic into leads or business.
