Hubs that are purely promotional are considered part of the reasons that Hubs get unpublished under the "overly promotional" designation. You'd do better to write something that was a guide to an area that linked to a variety of local businesses or which reviewed the qualities of several local businesses which provide similar services.
Provided the hub covers more territory than just the local business I reckon it's okay. It is also a question of how local is the local business. A service station that does great detail work on Fords and is situated in Ontario, Canada wouldn't be of much interest to someone living in Sydney, Australia. A cake shop that makes really great pies in Bulli on the south coast of NSW, Australia probably wouldn't be of much use to someone living in Queens, New York, USA.

What is the best place to post a review of a local business?I've looked at Yelp (Yuck), Google+ and Foursquare. I want to write a full review, not just a testimonial. It seems to me that if the SEO details are good enough I should be able to post a review of a local business right here...

What is your opinion on people who join in Hubpages just to promote something?When I Hub Hop, I often encounter overly promotional Hubs. And when you visit the Hubber's profile, you'll only see 1 or 2 posts, and both are used to promote something (i.e. their products, etc). What's your view on this?
