AdSense ads are not allowed on Wordpress.com sites, but are allowed on Wordpress.org sites. The reason is that the .com version is allowing you to blog for free. With .org sites, you are paying for the hosting, domain name, etc. So you are allowed to host AdSense or other advertising on the site.
Big blogging tip: Get set up with a .org site right from the start. I started out on .com and then had to convert to a .org site when I wanted to host ads. It was a LOT of work even with the tools to import posts. Save yourself time and plan for the future by investing in your domain and hosting from the beginning.
I've heard that Wordpress allows Luminate ads. They are ads that are placed on photos from the little I know about it.
