You don't. HP is not a site for promoting your business.
I think the rule is that you can write an original article here, and provide no more than two links to any other website which doesn't violate terms of service. So the only way you can promote products from other websites is by dropping a backlink. The only website you can sell products from here is amazon.com. You can talk about virtually any product you want, however, but again, so long as you do not violate terms of service.

Are HP merely just creating new niche sites and hoping Google will pick them up? or are they actively promoting the sites in the wider world of the niche the site is based on?

So I've worked on my novel for the past 3 years, finally buckled down and finished it this year. Just recently published it on Amazon Kindle, and I'm so very excited about it. The thing is, I don't know how to promote myself in the best way. And I don't have a ton of $$$ to spend on website design...

What is your opinion on people who join in Hubpages just to promote something?When I Hub Hop, I often encounter overly promotional Hubs. And when you visit the Hubber's profile, you'll only see 1 or 2 posts, and both are used to promote something (i.e. their products, etc). What's your view on this?
