Why can't we use # in a hyperlink? It is a valid part of HTML

I have had a long-standing flag on two hubs suggesting that links were not valid though clearly they worked. I realised to day that the common issue was that both contained a # to point to a specific section of text on the landing page. After removing the # the links are no longer flagged. Given that # is valid, why can we not use it to get readers where we want them?
