What factors determine which particular hub will end up on the first page of the featured hub section ? I am talking about this http://hubpages.com/topics/all/1 . If a featured hub is on the second page of the featured hub section , will it be pushed to first page if there is an increase in traffic or even better to the first position on the first page ? comments can influence the position of the hub ? If the hub is updated will it be pushed to the first page or a brand new hub will be automatically on the first page?(but there is a Jan 2013 hub on the first page .)

A lot of it has to do with an internal metric we have that determines newness, recent interest, HubScore, and quality. This makes it possible for Hubs that are still new and proving themselves to float to the top.
Yes, if a Hub on the second page sees a boost in traffic, or is perhaps updated with more awesome information and media, it may very well make it to the first page.
One of the best ways to end up on the first page of a Topic Page is to write on a new Topic (Christy Kirwan features one each week with Weekly Topic Inspiration), or to write on the most specific leaf-level Topic Page possible.
