I have completed my 25 hubs and my all hubs are featured. My hubs are viewed 2000 times and in a way I have written hubs which contain more than 40,000 words. I am from India and joined Hubpages two years ago.
Should I send my application to Google for approval or still I have some flaws ?
I have sent my Adsense application three times and they rejected it ?
Should I use another Gmail account ?
Your help is highly appreciated.

No, you can't just get another gmail address to solve your problem. Because you are from India, you need to have 25 – 30 featured Hubs, THEN wait six months, and then apply. If you get rejected again, you may never be approved.
Wait until after your oldest hub is over 6 months old--then try reapplying.
