Do you post a link of other hubber's hubs in your hub, if not why?
I do if it's relevant. My most recent hub links to one of Chuck's.
Yes, I always try to post at least one relevant hubber's link in most of my hubs. Some of my hubs are actually designed to promote other hubbers hubs. I find that it can be a lot of fun promoting others than my own. :-)

I do if it is relevent to my topic and a good hub. Really hit and miss but there is such good stuff out there if someone likes the topic I have, I will put others related stuff in my hub. Hey, it brings them some traffic and expands the topic.
