How do you delete and block a fan on your Hubpage site
Fan clubs are one way in that anyone can join a club. You can approve or deny fan mail as well. If you want to stop getting emails from people you are a fan of you can quit their fan clubs with the link under their profile picture or you can change your preferences by following this http://hubpages.com/faq/#stop_emails

If someone join your fan club and you don't want him or her to join your fan club .... then you can request him or her to just quit your fan club .... by clicking a link which will appear on your profile page ... when he visits it .....
